The event marked the official presentation of the CSAIA Manifesto “AI in the Service of the Rule of Law”, bringing together institutional representatives, academics, and experts to frame artificial intelligence within democratic values, legal certainty, and human-centered governance. The initiative highlighted CSAIA’s commitment to translating ethical and legal principles into concrete, operational guidelines for AI development and deployment.

Scope

To define a shared legal and ethical framework for artificial intelligence that safeguards fundamental rights, ensures transparency and accountability, and reinforces the Rule of Law in AI-driven decision-making processes.

The program included institutional greetings, the introduction of the CSAIA Manifesto, and expert contributions addressing privacy and security by design, governance and transparency, human oversight, accountability, traceability, interoperability, and sectoral applications such as healthcare and finance. The event concluded with a strategic discussion on the legislative and institutional adoption of the Manifesto’s principles.
At a time when Artificial Intelligence is increasingly entering public and private decision-making systems, there is an urgent need to define common rules, shared scientific approaches, and operational tools that genuinely ensure respect for the Rule of Law. This is the guiding spirit behind the presentation of the CSAIA Manifesto, “AI in the Service of the Rule of Law”, which took place on December 10 at the Chamber of Deputies. As emphasized by Professor Pier Paolo Maria Menchetti, President of CSAIA – Center for Advanced Studies on Artificial Intelligence, in an interview published in La Semaine Juridique, the Manifesto aims to establish common rules for the design, deployment, and supervision of AI solutions, promoting transparency, accountability, security, and applied ethics. It is an invitation to an operational dialogue among institutions, research, and professionals, fostering an AI that truly serves the Rule of Law. It also calls for moving beyond abstract positions to promote AI governance based on verifiable principles, including:
  • – privacy and security by design
  • – intellectual property rights
  • – governance and transparency
  • – human oversight
  • – responsibility and process traceability
  • – sharing of experiences and interoperability

The CSAIA Manifesto is intended as a reference framework for developing and applying technologies that respect democratic values, offering concrete steps for their implementation. It proposes a model that does not remain theoretical, but clearly defines how to develop and implement AI solutions in line with a coherent ethical, legal, and institutional framework. The presentation of the CSAIA Manifesto therefore represents a decisive step toward building a shared language and common ground on which to develop AI policies, regulations, and applications that place the individual, transparency, and legality at their core.
